"Commitment" is the theme of the month, and Oregon Department of Education Deputy Director Carmen Xiomara Urbina is visiting for a special assembly. But then Dr. Jane Foley, senior vice president of the Milken Educator Awards, shows up to bestow a national honor on one very committed teacher.
