There's an assembly at Black Fox Elementary, with Tennessee Governor Bill Lee and Commissioner of Education Dr. Penny Schwinn visiting to discuss the state's "Riley the Reading Raccoon" literacy program. But things take a different direction when Governor Lee and Dr. Jane Foley, senior vice president of the Milken Educator Awards, present second grade teacher Raeven Brooks with a $25,000 Tennessee Milken Award, the first ever given in Murfreesboro City Schools.
