After Roger retired, he served as Chairman of the Kentucky Board of Education and as a member of Rothe Prichard Committee for 8 years. He was superintendent of the Marion County Public Schools in Lebanon. Previously, Marcum was principal of South Laurel High School in London, where he received a major budget allocation from the Laurel County School District to design and install a computer network, collaborating with his colleagues to implement the most effective system possible. South Laurel was equipped with a three-server Ethernet network that included a workstation in each department, network outlets in each classroom, a closed-circuit TV network and five classroom-size computer labs. Mr. Marcum has implemented many other reforms at South Laurel, including a four-by-four block schedule, school-to-work programs and a senior project that challenges students to use independent learning skills they have acquired throughout their school years in order to research and present an oral and written report.
