At the beginning of every year at Forest Lakes Elementary School in Forest Hill, K-5 reading specialist Jennifer Palmer sends each student home with a refrigerator magnet displaying her email address and home telephone number, so that parents are encouraged to contact her about their children's progress. To motivate her most reluctant readers, she created the Palmer Detective Group, dressing up in a trench coat and carrying a magnifying glass as she and her students "search" for phonemic elements in words. Mrs. Palmer promotes reading through schoolwide incentive programs, organizes a "Turn Off the TV Week" and coordinates an annual speech festival. One of Maryland's first National Board Certified teachers, Mrs. Palmer mentors local certification candidates and developed an electronic mailing list allowing candidates statewide to communicate as they work through the certification process.
